Cdr. Nolan enlisted in the Navy in 1950. He received Secretary of Navy appointment to the U.S. Naval Academy and graduated with the class of 1957. He served in various Supply Corps jobs until his retirement from the Navy on January 1, 1975. He earned an MBA in Financial Management from The George Washington University in 1969.

Subsequent to his retirement, he worked for the City of Annapolis, serving as the Deputy Finance Director from 1975 until retiring in l994. Cdr Nolan resides with his spouse, Gail, at 150 Legend Oaks Way, Summerville, SC. They have two grown children and two grandchildren.
